Patricia R. Fernandez, President/Chief Executive Officer of the Bedford Stuyvesant Family Health Center, is a pioneer and maverick in healthcare delivery who has built a reputation for integrity, creativity and innovation in transforming community health programs and redesigning the primary and ambulatory care network of services in Northeastern and Central Brooklyn—an area where others in the industry are just now catching up.
Mrs. Fernandez has been employed with BSFHC for more than 25 years. She immigrated to the United States from Trinidad in 1991 and began her career at BSFHC as a Medical Assistant. The following year she began working as a Dental Assistant and progressively moved up the corporate ladder. Her venture into management began as the Dental Office Manager, then Associate Dental Director, Chief Operating Officer and now as the organization’s President/CEO. She has never forgotten her own experience as an uninsured immigrant who was new to Brooklyn and the United States, and this has solidified her commitment to promoting a culture of caring at BSFHC and a dedication to delivering the highest quality of care to all patients, regardless of ability to pay. She believes that BSFHC succeeds only when the entire staff works together as a team toward one goal. Her mantra is “treat others as you would like to be treated, with a smile, compassion and dignity.”
Through Mrs. Fernandez’ strong leadership, prudent management, and good fiscal acumen, BSFHC has continued to grow and thrive in order to meet the needs of the most vulnerable, medically underserved populations in Northeastern and Central Brooklyn. With the investment and support of the Primary Care Development Corporation, Mrs. Fernandez was instrumental in completing the construction and move-in of BSFHC’s modern facility in 2012. Despite several years of economic downturn, she led BSFHC back to attaining a subsequently stronger financial position. In 2016, BSFHC treated more than 15,600 unique patients and provided more than 65,000 patient visits.
Mrs. Fernandez worked with Community Health Care Association of New York State’s Primary Care Health Information Consortium (PCHIC) towards the successful acquisition of BSFHC’s Electronic Health Records system. She played a key role in implementing a 340-B drug pricing program for BSFHC. Under her leadership, BSFHC is currently completing a Health Information Technology capital upgrade investment of nearly $750,000, and a major expansion of the Data Analytics and Informatics Department, to ensure BSFHC has the computing capacity to succeed in the rapidly transforming health care landscape and transition to a Value-Based Care payment environment.
A servant-leader with deep and strong ties to the community, Mrs. Fernandez is a Board Member of the Community Health Care Association of New York State (CHCANYS); a member of the Metropolitan College of New York Health Advisory Board; and, the Vice President of the Bedford-Stuyvesant Business and Professional Women’s Club. She is a charter member of the Brooklyn Chamber of Commerce Healthcare Industry Committee; a member of the Bed-Stuy Community Business Improvement District (BID); a member of Brooklyn’s 75th Precinct Police Community Affairs Association; represents BSFHC on the Fulton Street Merchants Association; and, is a member of the DSRIP Project Advisory Committee (PAC) for the Community Care of Brooklyn Performing Provider System.
Mrs. Fernandez holds a Masters of Public Administration degree from Metropolitan College of New York where she graduated with high honors and was a recipient of the President’s Scholarship. She has a Bachelor’s degree in Public Administration from City College and an Associate’s degree in Business Administration from the Borough of Manhattan Community College. Mrs. Fernandez is also the mother of two sons, Nigel and Miguel, and the proud grandmother of six grandchildren.
